To have standing, one must show that one faces a harm that is:
concrete and particularized, and
“actual or imminent, not conjectural or hypothetical.”
An actual harm is one that has occurred, or is occurring. The question is, when is a harm that has not occurred “actual or imminent, not conjectural or hypothetical?”
