A real risk of harm

When a statute creates duties and rights to remedies if those duties are violated, is any violation a concrete injury?

It appears that the Court in Spokeo does not think so. The Court also requires a "real risk of harm." For example, suppose a person's zip code in Chicago is 60622, but that it is inaccurately reported as 60642.

Should companies be liable for minor mistakes that do not pose "a real risk of harm"?
